School Staff downloads the app and completes a short health questionnaire to determine their risk category (recommended for many reopening plans)
When two mobile phones using the app are within Bluetooth range of each other, the app gets activated and both phones quietly and securely exchange information.

If a staff member subsequently tests positive for the virus, contact details are sent to the administration so they can reach out to those who have been in contact with that infected person.
